Finance Committee Meeting

Via ZOOM and In-Person

Minutes of April 13, 2023

 

Committee Members Present: Committee Chair- Merrill Mundell, Wilmington; Michelle Cherrier, Dummerston; Patrick Moreland, Brattleboro; Kevin Hughes, Westminster.

Additional Board Members Present: none

 Committee Members Absent: James Damato, Readsboro.

WSWMD Staff Present: Robert Spencer, Executive Director; John Fay, Programs Manager; Vicki Hayes, Finance & Office Manager.

Others Present: None.

 

Mr. Mundell called the meeting to order at 6:00 PM

 

  1. Changes and/or Additions to the Agenda: It was requested to add a vote for Chair of the committee.

1A.  Annual Reorganization- Elect Chair 

Patrick made the motion to nominate Merrill for Chair of the Finance Committee, Seconded by Michelle.  Motion Carried.

 

  1. Approval of Minutes – March 9, 2023

Patrick made the motion to approve the minutes of March 9, 2023, as written, Michelle seconded.   Motion Carried.

 

  1. Review of Check Register – March 2023:
  • Vicki explained check 29797 to WD Matthews, this was payment for the clamping forks for the new forklift. Funds covered by our Capital Plan. John discussed check 29782 to Heritage Environmental, which covered the final cleanout of the HHW Depot and the remainder of the offsite Wilmington collection.

 

Patrick made the motion to recommend the Board of Supervisors approve the check register, Michelle seconded, and the motion was carried. 

  1. Review of Financial Statement – March 2023:
  • Vicki gave a brief overview of the March results. We are still carrying a deficit of $30,084 but expect to see that reduce over the next couple of months.

 Patrick made the motion to recommend the Board of Supervisors approve the financials for March 2023, Michelle seconded, and the motion was carried. 

 

  1. Consider Proposed Transfer Station Fees FY 2024:

Vicki and John reviewed the analysis and proposed changes.  Merrill suggested we round the CPI-affected compost fees to the nearest $0.50.

Patrick made the motion to recommend the fee increases, with the noted changes, to the Board of Supervisors, Michelle seconded the motion.   Motion Carried.
