Finance Committee Meeting

Minutes of March 11, 2021
Committee Members Present: Merrill Mundell, Wilmington (Committee Chair); Michelle Cherrier, Dummerston; Russell Hodgkins, Westminster; Patrick Moreland, Brattleboro
Committee Members Absent: James Damato, Readsboro.
WSWMD Staff Present: Robert Spencer, Executive Director, in person; Vicki Hayes, Office Manager/Bookkeeper/District Clerk, via zoom.
Others Present: None.
Mr. Mundell called the meeting to order at 6:04 P.M.
1. Changes and/or Additions to the Agenda: None.
2. Approval of Minutes – November 14, 2020.
Patrick moved to approve the minutes of November 14th as written, Russ seconded. Motion was carried.
3. Review of Check Register – January and February 2021: Vicki made note of check # 28281 payable to Heritage Environmental for the Fall HHW Collections. It was noted that there is an additional charge coming for some waste that was temporarily left behind. John Fay is following up on it.
Patrick moved to recommend the approval of the check registers to the Board of Supervisors, Russ seconded. Motion was carried.
4. Review of Financial Statement- January and February 2021: Vicki and Bob discussed the highlights of the monthly results. The grant money received to date was noted. Renewable Energy Credits for the second quarter was received and has met budget with two more quarters expected. Also discussed was the sale of a conveyer from the old MRF equipment for $2,500.00.
Michelle moved to recommend the approval of the Financial Statements to the Board of Supervisors, Patrick seconded. The motion was carried.
5. Update on Fee Analysis: Vicki gave a brief overview of the analysis project. It is expected to be done for the next meeting.
6. Executive Session (if needed): None.
7. Next Meeting: The next meeting of the Finance Committee will be April 8th @ 6:00 P.M.
8. Other Business: Bob gave an update on the compost capacity permit issue. He discussed the different avenues to open a second site. He has made a proposal to Long Falls Paperboard, Allard Lumber, and Walker Roofing, all of which have declined. He and John are now pursuing the possibility of the Howe Property by the river.
Patrick discussed the need to have at least one offsite HHW collection for the western towns. It is anticipated that the cost of HHW disposal will reduce with the Depot being opened in Spring, possibly that would cover the cost of the collection.
