FINANCE COMMITTEE MINUTES OF
October 12, 2017
COMMITTEE MEMBERS PRESENT: Merrill Mundell, Chair,Wilmington; Jan Ameen, Westminster; Jim Damato, Readsboro: Tim Franklin, Vernon; Cheryl Franklin, Guilford.
COMMITTEE MEMBERS ABSENT: Tony Gordon, Marlboro.
WSWMD STAFF PRESENT: Bob Spencer, Executive Director; Vicki Hayes, Office Manager/Bookkeeper; Kristen Benoit, District Clerk/Program Coordinator; Dale Bessette, Scalehouse & Yard Operator.
OTHERS PRESENT: None
Mr. Mundell called to Meeting order at 5:40 p.m.
1) Changes and/or Additions to Agenda: None
2) Approval of Minutes from 9/14/17: Motion made, seconded, and carried to approve the Minutes of September 14, 2017.
3) Review of September 2017 Check Register: There was discussion on various expenditures, Vicki provided answers. It was suggested that the District explore the possibility of an insurance claim for the sprinkler system repair costs.
4) Review of September Financials and MRF Closure Costs: The Finance Committee reviewed and discussed the Financial Statements. Various line items were discussed. Future revenue streams were discussed. The YTD MRF Closure Costs were reviewed and potential favorability to the $94,213 special assessment was also reviewed. Status of the loan repayment was also discussed.
5) Discuss FY 19 Budget Plans and Capital Needs: It was suggested that a review of tip fees vs. cost of disposal be done in order to ensure we are covering the cost. A base budget will be prepared by the staff and sent out to the Finance Committee for review along with a list of items that need to be considered at the next meeting. The next Finance Committee meeting will be a budget working session.
