DRAFT MINUTES OF January 14, 2021

BOARD MEMBERS PRESENT: Merrill Mundell, Wilmington; Patrick Moreland, Brattleboro; Michelle Cherrier, Chair, Dummerston; David Jones, Brookline; Russ Hodgkins, Westminster; Nancy Meinhard, Wardsboro.

BOARD MEMBERS ABSENT: None

WSWMD STAFF PRESENT: Bob Spencer, Executive Director; Vicki Hayes, Office Manager/Bookkeeper.

 

OTHERS PRESENT: None

Michelle called meeting to order at 5:30 P.M.

Meeting began with Bob reviewing a memo he sent to the committee summarizing the options identified last January.  The committee discussed the various options which included giving them to the towns, seeking bids from the towns (or their haulers) to purchase the containers, or having the District action them. Merrill indicated that he is in favor transferring ownership of the roll-offs to the towns. Michelle agreed. Bob indicated that it would have cost the towns approximately $125.00 a month to lease each box from their haulers, a value of about $130,000 to the 8 towns over the past 3 years. Michelle felt the towns have had time to prepare for the future costs as these units break down.  Patrick mentioned a concern of who is responsible for replacement cost when the units break down.  Nancy felt that perhaps the towns who share the same size units could explore splitting the replacement costs and/or lease fees. It was decided that the best option was to have Bob send a memo to the towns involved that specifies the towns have until June 30, 2021 to decide to keep the containers, or return them, at their expense, to the District. At that time, Vicki will drop the insurance on the units.  The scrap metal value of retired containers will remain with the towns.  Bob’s draft memo will be reviewed and voted on at the March 11th Board of Supervisors meeting.
