DRAFT Minutes of October 17, 2024

 

Committee Members Present: Committee Chair-Merrill Mundell, Wilmington; Michelle Cherrier, Dummerston; Sandra Rulewich, Vernon; Liz Spector, Wardsboro

Committee Members Absent: Patrick Moreland, Brattleboro; James Damato, Readsboro

WSWMD Staff Present: Robert Spencer, Executive Director; Vicki Hayes, Finance Manager & HR Administrator; Anita Grant, Office Manager & Operations Liaison/District Clerk

Merrill called the meeting to order at 5:42 PM

  1. Changes and/or Additions to the Agenda: None
  2. Approval of Minutes- September 2024:

Michelle motioned to approve the September 2024 minutes as written, Sandra seconded, and the motion was carried unanimously.

 

  1. Discuss FY 26 Budget Projections & Assessments:

Vicki presented the FY 26 budget projections, which worked out to a 10% increase in assessments to the District towns. After reviewing the numbers and making recommendations, the budget numbers were reworked to reflect a 4% increase in assessments. The budget will be brought to the Board of Supervisors in November.

Michelle made a motion to bring the proposed FY 26 Budget & Assessments Draft reflecting a 4% increase in assessments to the Board of Supervisors for approval at the November BOS meeting. Liz seconded, and the motion was carried unanimously.

 

  1. Discuss Future Times/Day for Finance Committee Meetings:

There had been much discussion between the Finance Committee and the Board of Supervisors to entertain earlier meeting times. Since Merrill had been absent from the Board of Supervisors meetings, it was added to the agenda for the Finance Committee meeting. After some discussion, it was decided that future Finance Committee Meetings would be held on the second Thursday of the month at 5 PM, moving the BOS meetings to 6 PM. Anita will notify the Board members of the new time change prior to the November meetings.
