FINANCE COMMITTEE MINUTES OF June 8, 2017

COMMITTEE MEMBERS PRESENT: Merrill Mundell, Chair, Wilmington; Cheryl Franklin, Guilford; Jim Damato, Readsboro; Tim Franklin, Vernon; and Jan Ameen, Westminster.

COMMITTEE MEMBERS ABSENT: Tony Gordon, Marlboro

WSWMD STAFF PRESENT: Bob Spencer, Executive Director; Kristen Benoit, Program Coordinator/District Clerk; Dale Bessette, MRF Sorter/Truck Driver/Substitute Scalehouse Attendant.

OTHERS PRESENT: None

Mr. Mundell called the Meeting to order at 6:00 p.m.

1) Changes and/or Additions to Agenda: The Finance Committee agreed to discussed the Town of Whitingham’s two past due quarterly assessment payments.

2) Approval of Minutes of 05/11/17: Motion made, seconded, and carried to approve the Minutes of May 11, 2017.

3) Whitingham Assessment Payment: The Finance Committee discussed the Town of Whitingham’s two quarterly, past due, assessment payments. It was noted Whitingham might incur the maximum penalties and interest allowed by law, on its unpaid assessment, per the District’s Charter.

4) Review of May 2017 Check Register: The Finance Committee reviewed and discussed various expenditures on the check register.

5) Review of May 2017 Financials: The Finance Committee reviewed and discussed The WSWMD Financial Statements for the Eleven Months Ending May 31, 2017, including worker’s compensation refund, equipment rental expenses, and MRF closure.

6) Update on Solar Project and FY 18 Financial Impact. Mr. Spencer reported on recent updates to the solar project, estimated date to begin construction, and date to expect first lease payment.

7) Discussion on Sale of Equipment: The Finance Committee discussed selling non-essential equipment upon closure of the MRF. Mr. Spencer will prepare a spreadsheet listing WSWMD’s non-essential equipment with estimated value.

8) Discussion on Capital Expenditures for FY 19: The Finance Committee discussed possible capital expenditures for FY19.

10) Next Financial Committee Meeting: Thursday, July 13th at 6:00 pm.

11) Other Business as Legally Allowed: None

12) Adjournment: Motion made, seconded, and carried to adjourn the Meeting. The meeting was adjourned at 6:40 p.m.
