Approved Minutes of May 13, 2021
Committee Members Present: Merrill Mundell, Wilmington (Committee Chair); Michelle Cherrier, Dummerston; James Damato, Readsboro.
Committee Members Absent: Russell Hodgkins, Westminster; Patrick Moreland, Brattleboro.
WSWMD Staff Present: Robert Spencer, Executive Director; Vicki Hayes, Office Manager/Bookkeeper/District Clerk.
Others Present: None.
Mr. Mundell called the meeting to order at 6:03 P.M.
- Changes and/or Additions to the Agenda: Add Discussion of Vermont Bread Impact at #6.
- Reorganization – Election of Committee Chair:
Jim made a motion to reelect Merrill as Chair, Michelle seconded. Motion carried.
- Approval of Minutes – April 8, 2021.
Michelle moved to approve the minutes of April 8th as written, Jim seconded. Motion was carried with one abstention- Jim.
- Review of Check Register – April 2021: Vicki made note of ck # 28458 Simplicity Engineering for trommel repair work. Also discussed was ck # 28474 Dompier for freon extraction. We have since contracted with NRRA for $9.00 per unit. This expense was incurred to clean up the backlog of A/Cs and refrigerators. Jim asked about Hippo Hoppers, Bob explained how they are used for HHW Depot trash and cardboard.
Jim moved to recommend the approval of the check register to the Board of Supervisors, Michelle seconded. Motion was carried.
- Review of Financial Statement- April 2021: Vicki and Bob discussed the highlights of the monthly results. There was a discussion regarding the shortfall of tip fees for organics as the budget includes Longfalls and Crane paper, although neither is included in the FY22 budget. The impact of the trommel repairs and freon extraction on the expenses was also discussed. It was noted that we are expected to end the year with a surplus, and a discussion of potentially including that surplus in our Capital Plan.
Michelle moved to recommend the approval of the Financial Statement to the Board of Supervisors, Jim seconded. The motion was carried.
- Discuss Impact of Vermont Bread Closure: Bob discussed the closure of Vermont Bread, a $20,000 per year account. He mentioned that several companies are expressing interest in buying the company, and BDCC is assisting in helping with a deal. If we get the volume back it will again, impact our permit capacity issue. If we don’t we will be hit with losing tip fee revenue, cardboard revenue, and lost compost sales revenue from reduced volumes.
6a. Discuss Materials Management Infrastructure Grant: Bob explained the competitive grant from VT CDEC we were awarded. It is $78,000.00 to cover 40% of a new backhoe (in the Capital Plan), 30cy roll off, a new dumpster for organic waste, and 60% of the cost to enclose the HHW Depot area.
