Draft Minutes of October 22, 2020
Committee Members Present: Merrill Mundell, Wilmington (Committee Chair); Michelle Cherrier, Dummerston; Russell Hodgkins, Westminster.
Committee Members Absent: James Damato, Readsboro; Patrick Moreland, Brattleboro.
WSWMD Staff Present: Robert Spencer, Executive Director; Vicki Hayes, Office Manager/Bookkeeper/District Clerk.
Others Present: Abe Noe-Hayes, Rich Earth Institute.
Mr. Mundell called the meeting to order at 5:32 P.M.
- Changes and/or Additions to the Agenda:
- Rich Earth Institute Lease: The Committee discussed various items in the updated lease. Merrill suggested that a start date be included. It was agreed that December 1st be the start date. And the CPI factor should take effect July 1st, using the CPI average from January to June. Bob mentioned that he updated the name of our attorney to Dan Richardson. Bob agreed to follow up on the letters from Sky Solar regarding the removal of the electrical generator in the fenced area and having the land under the generator revert to WSWMD. Once changes are made, final approval by the Executive Board would be in order per the Board of Supervisors vote on October 8, 2020. Abe said REI is fine with these changes.
- Consider FY 22 Budget: There was discussion regarding various line items. Vicki reviewed the salary process. The committee agreed that given the adverse impact the COVID pandemic is having on municipal budgets, they wanted a flat assessment, and determined that a $5,384 increase in revenue from Renewable Energy Credits was the item to target.
Russ made the motion to recommend the FY22 Budget with the recommended changes for a flat assessment to the Board of Supervisors for approval. Michelle seconded and the motion was carried.

- Next Meeting: The next meeting will be held on November 5, 2020 at 5:30 P.M. This is a joint meeting with Policy and Personnel for a review of the Salary and Wage study and implementation plans with Carol Granfield of Municipal Resources Inc.
