1] Changes or additions to Agenda  None

2] Review minutes and approve – September 4, 2014 SCHEDULED for next meeting 10/02/14

3] Review Draft Variable Rate Pricing Ordinance (VRP) (or UBP Unit Based Pricing)

   The attendees performed a detailed review of Articles I, II, III and IV (pages 1,2,3) of the draft ordinance. Wording changes were noted for the third draft. A ‘place holder’ will be inserted into Article III regarding member towns with solid waste facilities (transfer stations) or a curbside collection program. Jan Ameen and Bob Spencer will work on wording that is specific to these collection points. Articles V – X will be reviewed at the next meeting.

 

4] Hauler Licensing Attendees briefly discussed the draft license as provided. Bob Spencer provided an example of an application used by Southern Windsor/Windham Counties Solid Waste Management District. All agreed that we should add our list of towns to our form, indicating which ones are being served by the hauler.

6] Other business as required The workshop that had been planned for October 2 has been cancelled due to a lack of relevant content. Therefore, the next Policy & Personnel committee meeting is Thu 10/02/14 at 6:30 PM

3] Variable Rate Pricing Ordinance (VRP) (or UBP Unit Based Pricing)

 Jan Ameen and Bob Spencer reported to the participants about the feedback from Josh Kelly of ANR, regarding the various questions that were raised at the last meeting on 07/30/14. This information was incorporated into the Draft Ordinance for WSWMD.

Meeting participants referred to the sample document Variable Rate Pricing (aka unit-based pricing) Guide and Sample Ordinance for Municipalities, provided by the VT Agency of Natural Resources-Josh Kelly. This is for Act 148, Vermont’s Universal Recycling law.

Participants specifically read through the four-page Sample Ordinance draft “WSWMD Civil Ordinance Variable Rate Pricing by Volume and Weight for Municipal Solid Waste (MSW) Collection to include Mandatory Vermont state recycling”, edited for use by WSWMD, in order to be ready for implementation by no later than July 1, 2015. Discussion and recommended changes and additions were made in Article II Definitions, Article III Variable Rate Pricing, Article IV Flat Fee, Article V: Licensing of Haulers and Filing of Pricing Systems, Article VII Designation of Enforcement Personnel.

Language and policy specifically discussed were: haulers licensing and fees, the contents of the hauler application form, and the fee for application, decals and stickers already in use and best practice for implementing a decal for WSWMD haulers, a decal design and color, the dates for application and license validity; hauler pricing structure and system; the requirement to have two separate documents for the Hauler Application and the Hauler Pricing Structure and Recycling Practices.
